Summary
Directs the Secretary of the Army to continue operation of the completed portions of the Cross Florida Barge Canal project for recreational purposes and fish and wildlife management and enhancement. Prohibits the Secretary from operating the Eurika Dam and Lock in a manner which would cause new flooding. Prohibits the obligation of funds appropriated for construction of the project until an environmental impact statement has been completed.
