A bill to amend the Land and Water Conservation Fund Act of 1965, as amended.

Summary

Expands the purpose of the Land and Water Conservation Fund Act of 1965 to include other recreation plans besides outdoor plans. Provides that 20 percent of the Act's funds appropriated shall be apportioned equally among the several States, 75 percent on the basis of need, and 5 percent on an emergency or special needs basis. Requires that recreation plans submitted by the States contain an evaluation of the present and future demand for and supply of outdoor recreation resources and facilities in the State. Provides that financial assistance may be given for the development of basic outdoor recreation facilities, including Federal lands, and permits a maximum of 25 percent of the funds appropriated to be used in the development of indoor facilities. Authorizes the Secretary of the Interior to withhold funds until he is satisfied that the standards set have been merit.
