Summary
Prohibits the Secretary of Veterans Affairs from using bid savings on a Department of Veterans Affairs (VA) major medical facility project to expand or change the scope of a project unless the Secretary submits to the congressional veterans and appropriations committees a description of such expansion or change, along with notification of: (1) the project that is the source of the bid savings, (2) the project for which the expansion or change is to be used, and (3) the amounts which the Secretary intends to obligate for the expansion or change.
