Summary

Antitrust Remedies Improvements Act of 1989 - Amends the Clayton Act to limit treble damage recovery to those situations in which persons, including the United States, have been overcharged or underpaid by reason of an antitrust violation. Requires the court to award court costs, including a reasonable attorney's fee, to a substantially prevailing defendant upon a finding that the plaintiff's conduct was frivolous, unreasonable, without foundation, or in bad faith.
