Summary

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit the exclusion from the calculation of OASDI benefits of the years a parent spends at home caring for a child under the age of six, provided that the parent's earnings during such years do not exceed 50 percent of the SSA wage index (one-half of the average wage of covered workers).
