Summary

Domestic Fishermen's Emergency Fish Purchase Act - Authorizes the Secretary of Commerce to purchase from any eligible owner, at the fair market price in the area at the time of purchase, any catch of fish which such owner is prevented from selling by prohibitive Federal or State restrictions. Provides that the total amount of purchases in any calendar year pursuant to this Act from any eligible owner shall not exceed an amount equal to 50 percent of such owner's gross earnings from domestic fishing operations. Authorizes the Secretary to dispose of fish purchase under this Act in such manner as he may prescribe. Authorizes to be appropriated to carry out the provisions of this Act an amount not to exceed $4,000,000 for fiscal year 1973, and an amount not to exceed $5,000,000 for fiscal year 1974.
