Summary
Amends the Job Training Partnership Act to direct the Secretary of Labor to enter into contracts with appropriate entities for the construction of education and training centers for Hawaiian Natives and Native American Samoans. Requires each such center to provide comprehensive vocational education and employment and training services through programs authorized under JTPA and the Carl D. Perkins Vocational and Applied Technology Education Act. Requires reservation of certain funds for such purpose.
