Summary

Amends the Internal Revenue Code to increase the amount which individuals may contribute to the Presidential Election Campaign Fund (from $1 to $2.50) and indexes such amount for inflation. Authorizes to be appropriated to such Fund, as repayable advances, in the amount of any insufficiency for payments to eligible candidates. (Currently, payments are made on a pro rata share when amounts are insufficient.) Declares that a qualified campaign expense includes the cost of media advertising to the extent to which candidates present their own program, opinions, and qualifications.
