Business and Taxpayer Procurement Protection Act - Limits any period of Government procurement of property or services using noncompetitive procedures in certain emergency and urgent situations to 90 days. Requires any such procurements that are to be required beyond 90 days to: (1) be subject to full and open competition during such 90-day period; and (2) use competitive procedures.
