Summary

National Wildlife Refuge System Organic Act - Requires the Secretary of the Interior to implement a systematic program for the development and maintenance of plans to guide the administration and management of the National Wildlife Refuge System. Directs the Secretary to establish a national planning, training and research academy to be known as the J. Clark Saylor II National Wildlife Refuge Training Academy. Establishes a National Wildlife Refuge System and classifies component units into the following areas: (1) National Wildlife Refuge; (2) National Wildlife Area; (3) National Wildland; (4) National Waterfowl Production Area; (5) National Marineland; (6) National Urban Wildlife Area; and (7) National Wildlife Wilderness. Sets restrictions on the disposal of lands within the system and enumerates the procedures for any such disposal. Directs the Secretary of the Interior to review existing National Wildlife System units with respect to the necessity of acquiring or withdrawing lands and waters for specified purposes. Directs the Secretary to review: (1) public domain lands; (2) lands in proximity to urban areas which are suitable for the preservation of natural fish and wildlife habitat and for wildlife-oriented recreational activities; and (3) coastal and marine waters to determine the desirability of including such lands or waters within the National Wildlife System. Establishes a Bureau of Biological Services in the Department of the Interior and sets forth its responsibilities in administering the National Wildlife Refuge System.
