Summary
Teacher Mentoring Act of 1999 - Authorizes the Secretary of Education to award grants to State educational agencies for mentoring programs for beginning teachers. Requires, under such programs, that public elementary or secondary school teachers with more than three years of teaching experience serve as mentor teachers to teachers with less than three years of such experience. Bases the amounts of such grants on the relative numbers of elementary and secondary school students in each State. Authorizes appropriations.
