Summary

Establishes the Temporary Federal Intergovernmental Planning Commission for Hawaii to prepare a joint Federal, State, and county plan for the development of federally owned or leased land in Hawaii. States that the membership of such Commission shall be comprised of representatives of the State government and county governments of Hawaii, and of the Federal Government. Directs such Commission to: (1) provide for public participation in the development of such plan; and (2) submit such plan to Congress by September 30, 1981.
