Summary
Creates an Economic and Social Community of the Americas delegation, composed of twelve eminent citizens, and authorized to organize and participate in a convention made of similar delegations from such other States of the Western Hemisphere as desire to join in the enterprise to explore the possibility of an agreement on: (1) a declaration that the economic, social, and cultural progress of the States of the Americas by common action will eliminate the barriers which divide States; (2) a timetable for the transition by stages to this goal; and (3) a commission to facilitate advancement toward such stages. Provides that the convention's recommendations shall be submitted to the Congress. Authorizes to be appropriated not to exceed $300,000 for the Department of State to carry out the purposes of this resolution. Provides that the delegation shall cease to exist at the expiration of the four-year period beginning on the date of the approval of this resolution, or upon the submission to the Senate of an agreement establishing the Economic and Social Community of the Americas, whichever comes first.
