Summary
Prohibits any funds made available under any provision of law from being used to maintain diplomatic relations with Vietnam at the ambassadorial level unless, prior to Senate confirmation of any ambassador to Vietnam, the President submits to the Senate for its review a comprehensive report assessing the progress to date of U.S.-Vietnamese efforts to resolve cases involving U.S. servicemen still unaccounted for from the Vietnam War.
