Summary
Directs the Secretary of the Senate (Secretary) to deduct and withhold, in a specified manner, an amount from each Senator's pay if the Senate fails to pass a bill or resolution by March 20, 1992, to stimulate national economic growth. Requires such amounts deducted and withheld to be deposited into the Unemployment Trust Fund established by the Social Security Act. Prohibits a Senator from being paid deducted or withheld amounts on or after passage of a resolution notifying the Secretary that the Senate has passed a bill or resolution in compliance with this Act.
