Summary

Establishes the Commission on Security and Cooperation in China to: (1) monitor the activities of the People's Republic of China which might undermine the Republic of China; (2) encourage economic and military cooperation to assure the security of the Republic of China; and (3) monitor human rights in the People's Republic of China to determine the effect of the incorporation of the Republic of China on the rights of the people of such territory. Requires the Commission to report quarterly to the President and Congress. Authorizes appropriations of $350,000 each fiscal year and requires annual reports to Congress concerning expenditures.
