Summary
Provides for the convening of Congress at noon on January 15 of each year, beginning in 1974. Requires the President's Economic Report to be transmitted to the Congress not later than February 2 of each year, and provides that the Joint Economic Committee shall review and report on the Economic Report not later than March 15 of each year. (Amend 3 U.S.C. 15, 16; 15 U.S.C. 1022(a), 1024(a)(3))
