A joint resolution instructing the U.S. Executive Directors of Multilateral Institutions to vote against loans to Chile.

Summary

Requires the U.S. Executive Directors of the International Bank for Reconstruction and Development, the International Monetary Fund, the International Development Association, the International Finance Corporation, and the Inter-American Development Bank to vote against any loan or technical assistance to Chile which is not for programs which serve the basic human needs of the Chilean people. Terminates the prohibition on loans to Chile if the Congress: (1) finds that the Government of Chile has ended its abuse of internationally recognized human rights, has agreed to extradite those individuals indicted for the murders of Orlando Letelier and Ronni Moffit, and has brought to justice those individuals responsible for the death of Rodrigo Rojas; and (2) enacts a joint resolution repealing such prohibition.
