Summary

Prohibits the taking of predators or scavengers naturally occurring on public lands without the written approval of the applicable Secretary. Allows such taking: (1) only after an opportunity for public comment; and (2) only if such taking will maintain the species at a level consistent with its role in the ecosystem and is in the public interest. Authorizes appropriations.
