Summary
Prohibits all taking of wolves and other predators or scavengers naturally occurring on public lands unless such taking is approved by the Secretary having primary jurisdiction over such lands, after consideration of public comment on the proposed taking, and consultation with the President's Council on Environmental Quality and with the Director of the United States Fish and Wildlife Service. Requires the Secretary to promulgate regulations to carry out and enforce this Act. Authorizes appropriations necessary to carry out the purposes of this Act.
