Small Business Paperwork Amnesty Act - Amends the Paperwork Reduction Act to direct agency heads not to impose civil fines for first-time paperwork violations by small business concerns unless there is potential for serious harm to the public interest, the detection of criminal activity would be impaired, the violation is not corrected within six months, the violation is a violation of internal revenue law or a law concerning the assessment or collection of any tax, debt, revenue, or receipt, or the violation presents a danger to the public health or safety. Permits an agency to determine that a fine should not be imposed for a violation that presents a danger to public health or safety if the violation is corrected within 24 hours.

Protecting Our Communities From Predatory Lending Practices Act - Amends the Truth in Lending Act to prohibit: (1) unfair or deceptive practices regarding a consumer credit transaction, extension, or servicing (including any related advertisement); and (2) false, deceptive, or misleading representations in connection with a consumer credit transaction, application, solicitation, or advertisement, or any real or personal property securing such transaction. Sets forth prohibitions relating to consumer credit transactions secured by a dwelling, including: (1) prepayment penalties; (2) creditor financing of credit insurance; (3) the practice of flipping a consumer loan or other extension of credit secured by a consumer's dwelling; (4) imposition of fees for services or products not actually provided; (5) creditor payments to home improvement contractors without consumer countersignature; (6) creditor attempts to influence an appraisal which will secure an extension of credit; (7) blank terms in a credit agreement; and (8) steering of consumers who qualify for conventional mortgages to high cost mortgages. Places "high-cost mortgages" within the ambit of the Act's protections, including prohibitions against: (1) creditor actions to encourage consumer default; (2) creditor imposition of fees for providing pay-off balances on a high-cost mortgage; (3) creditor lending related to a high-cost mortgage in the absence of certification that the consumer has received home-ownership counseling; and (4) extensions of credit without regard to consumer's payment ability.

Holocaust Victims' Assets, Restitution Policy, and Remembrance Act - Establishes the National Foundation for the Study of Holocaust Assets as an independent entity of the Executive branch to: (1) serve as a centralized repository for research and information about Holocaust-era assets; and (2) create tools to assist individuals and institutions to determine the ownership of Holocaust victims' assets and to enable claimants to obtain the speedy resolution of their personal property claims.

Domestic Violence Victim Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) include among the eligibility criteria for certain Federal grants State laws authorizing gun confiscation by law enforcement officers in certain domestic violence cases; and (2) authorize grants for State hire of additional personnel for entering information relating to protection orders. Amends the Violence Against Women Act of 1994 to: (1) authorize grants for training programs to establish integrated domestic violence courts; (2) include among the eligibility criteria of the National Stalker and Domestic Violence Reduction grant program State certification that its laws relating to the elements of a stalking offense require only that the defendant has on more than one occasion harassed or threatened the victim (thereby excluding any requirement for a specific intent to cause fear); and (3) authorize grants for State hire of additional personnel for entering information relating to stalking and domestic violence data.

National Comprehensive Crime-Free Communities Act - Directs the Attorney General to: (1) make and monitor grants to grant recipients; (2) provide, through the offices of the National Crime Prevention Council, technical assistance and training, data collection, and dissemination of information on state-of-the-art research-grounded practices that the Attorney General determines to be effective in preventing and reducing crime, violence, and drug abuse; (3) provide for the general administration of programs authorized by this Act, the evaluation of this Act, and a comprehensive communication strategy to inform the public and State and local governments of such programs; (4) coordinate with other Federal agencies; and (5) establish a National Crime-Free Communities Commission, the National Center for Justice Planning, and a resource collection of best practices for State-wide community-based criminal justice planning. Requires that programs carried out by States and local communities under this Act include a specialized focus on neighborhoods and schools disproportionately affected by crime, violence, and drug abuse. Directs the Attorney General to award matching grants to: (1) at least 100 communities or the designee of a community of up to $250,000 per year for the planning, evaluation, and implementation of a program designed to prevent and reduce crime, violence, and substance abuse; and (2) each State criminal justice agency, Byrne agency, or other agency as designated by the Governor of that State and approved by the Attorney General of up to $400,000 per year to develop State capacity to assist local communities in such efforts.

Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund Act of 2001 - Directs the Secretary of the Treasury to enter into negotiations with the International Bank for Reconstruction and Development to establish an Afghanistan and Central Asian Republics Sustainable Food Production Trust Fund at the Bank to aid rural development in and create sustainable food production for Afghanistan, Kyrgyzstan, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan. Directs that grants from the Fund will go to assist nongovernmental organizations carrying out the following activities in those countries: (1) restocking seed; (2) replacing breeding livestock; (3) restoring basic irrigation systems; (4) providing access to credit for food production, processing or marketing enterprises through rural microenterprise loan programs; and (5) technical assistance. Places human rights and other conditions on the government of Afghanistan for projects to be funded in Afghanistan.

Amends the Emergency Steel Loan Guarantee Act of 1999 to extend the definition of a steel company qualified for a loan guarantee to one that has placed on hot idle status any steel mill facilities used in steel production or manufacture. Increases the individual guarantee limit under the loan guarantee program. Requires the Loan Guarantee Board to utilize a form of unconditional and unqualified guarantee that U.S. commercial banks would typically require from a nongovernmental guarantor in a similar commercial loan transaction. Revises loan guarantee requirements to: (1) replace "reasonable assurance" of loan repayment with "fair likelihood" of repayment; and (2) include a Board determination that the applicant company's business plan maximizes job retention and capacity consistent with its long-term economic viability. Repeals the requirement that loan securities be guaranteed. Authorizes the Board, in lieu of such requirement, to: (1) require security in either existing or after-acquired assets for the guaranteed portion of the loan; and (2) provide the unguaranteed portion of the loan different payment preference or different terms than those provided to the guaranteed portion of the loan. Increases the maximum principal loan amount to be guaranteed from 85 percent to 95 percent, plus the amount of any unpaid interest on the loan.

National Dairy Policy Act of 2001 - Amends Federal law to direct the Secretary of Agriculture to use the Department of Agriculture's preferred Option 1B as the price structure for Class I fluid milk under Federal milk marketing orders. Directs the Secretary to make emergency market loss payments to dairy producers in the 48 contiguous States, including producers on farms not covered by milk marketing orders, whenever the national average for Class III milk under Federal milk marketing orders for a calendar year quarter is less than a specified target price.

Hurricane, Tornado, and Related Natural Hazards Research Act - Requires the Director of the Office of Science and Technology Policy to establish an Interagency Group to be responsible for the development and implementation of a coordinated Federal windstorm and related natural hazards reduction research, development, and technology transfer program (the Windstorm and Related Natural Hazard Impact Reduction Program) based on identified public needs to achieve major measurable reductions in losses within ten years. Requires that such program feature: (1) pertinent basic and applied research that takes into account locality-specific weather, susceptibility to natural hazards, design and construction practices, and performance of the built environment during windstorms and related natural hazards; (2) systematic collection of data for buildings and other structures for use in developing and deploying mitigation measures; (3) an ongoing program of information dissemination on cost-effective and affordable hazard reduction research results and hazard-resistant building construction techniques to industry, State and local governments, and the general public; and (4) improved technology for loss estimation, risk assessment, hazard identification, prediction, warnings, advanced planning, and disaster response. Requires the Interagency Group to develop and submit to Congress a ten-year implementation plan. Requires the Director to prepare, with other program agencies, an annual program budget. Establishes a National Advisory Committee to review progress made under the Program, advise on any improvements, and report to Congress on actions that have been taken to advance the Nation's capability to reduce windstorm and related natural hazard impacts.

Certified Nurse Midwifery Medicare Services Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for the coverage of and payment for certified midwife services (currently only certified nurse-midwife services are covered) and freestanding birth center services under Medicare part B (Supplementary Medical Insurance). Declares that nothing precludes certified nurse-midwives and certified midwives from teaching or supervising an intern or resident-in-training.

Medicaid Nursing Incentive Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to eliminate the State option to include nurse practitioners, certified nurse-midwives, and physician assistants as primary care case managers. Specifies as primary care case managers any nurse practitioner, certified nurse-midwife, or physician assistant that provides primary care case management services under a primary care case management contract. Revises the coverage of certain nurse practitioner services under the Medicaid fee-for-service program to remove the specification of certified pediatric nurse practitioner and certified family nurse practitioner in order to extend such coverage to services furnished by any certified nurse practitioner or clinical nurse specialist. Includes certified nurse practitioners and clinical nurse specialists in the mix of service providers which Medicaid managed care organizations are required to maintain.

Electronic Marketplace Ownership Disclosure Act - Directs the Federal Trade Commission to require an operator of an electronic marketplace to provide clear and conspicuous disclosure to the public through the Internet concerning: (1) the identity of any marketplace affiliate; (2) contact information, or a website link, from which a marketplace participant may obtain additional information about such affiliates; (3) the usual or customary financial arrangements under which the largest portion of marketplace participants are permitted to participate; (4) any unusual or special financial arrangements under which a smaller number of marketplace participants are accorded special privileges or benefits; and (5) the identity of any persons or entities with whom the operator has unusual or special financial arrangements. Grants the FTC regulatory and enforcement authority.

Medicare+Choice Improvement and Stabilization Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to make each annual Medicare+Choice capitation rate for a Medicare+Choice payment area for a contract year equal to the largest of the amounts specified under current law or, for 2003, 100 percent of the fee-for-service costs for the Medicare+Choice payment area for services covered under Medicare parts A (Hospital Insurance) or B (Supplementary Medical Insurance) for individuals entitled to benefits under part A and enrolled under part B who are not enrolled in a Medicare+Choice plan under this part for the year. Revises the calculation of the national standardized annual Medicare+Choice capitation rate used in determining the input-price-adjusted annual national Medicare+Choice capitation rate for a Medicare+Choice payment area for calculation of annual Medicare+Choice capitation rates for 2003. Eliminates budget neutrality in such calculation for a year other than 2003. Modifies requirements for establishment of standards (other than solvency standards) for provider-sponsored organizations for Medicare+Choice organizations and plans in relation to State laws to avoid duplicative State regulation. Directs the Secretary of Health and Human Services to conduct a demonstration program under which payment rules for Medicare+Choice organizations are modified in order to promote: (1) the offering of Medicare+Choice plans by preferred provider organizations, of Medicare+Choice plans that provide point-of-sale coverage for other than participating providers, and of MSA plans: and (2) the use of disease management programs by Medicare+Choice plans. Amends SSA title XVII part C to: (1) suspend the limitation for program reentry for Medicare+Choice organizations for 2003 and 2004; and (2) set forth rules governing specialized Medicare+Choice plans for special needs beneficiaries. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to provide for extension of municipal health service demonstration projects.

Amends the Clean Air Act to allow the Administrator of the Environmental Protection Agency to approve a provision in a State implementation plan controlling or prohibiting the use of a motor vehicle fuel or additive only if such control requires the use of either Federal clean burning gasoline (regarding which the Administrator is directed to establish requirements under this Act, replacing those for fuel currently called "reformulated gasoline") or low Reid Vapor Pressure (RVP) gasoline (as defined in this Act) for use during the high ozone season. Permits previously approved plan provisions effecting such controls to remain in effect for four years after enactment of this Act only if the State reevaluates the provisions and establishes that their benefits in terms of air quality improvement, consistent supply, production costs, and stable prices exceed the benefits of modifying them to require the use of Federal clean burning fuel or low RVP gasoline. Repeals reformulated gasoline oxygen content requirements. Prohibits, effective January 1, 2006, the introduction into commerce of any fuel containing methyl tertiary butyl ether. Requires that, beginning in 2003, gasoline sold in the United States be comprised of a specified percentage of renewable fuel (ethanol or biomass-derived fuel or other fuel used to reduce the quantity of fossil fuel present in gasoline). Provides for adjustment of such percentage in a State and a program of credits for use and exchange by refiners, blenders, and importers. Expresses the sense of Congress in support of the promotion of ethanol as the primary renewable fuel. Directs the Administrator to conduct a study of emissions and air quality changes attributable to this Act's amendments.

Nursing Home Security Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to increase by ten percentage points the Federal medical assistance percentage for nursing facility services furnished by a nursing facility in a quarter if: (1) on average during the quarter at least 85 percent of the facility residents are entitled to have payment made for such services under Medicaid; and (2) the State provides satisfactory assurances that additional payments to it resulting from such increase are used exclusively to provide for an increase in payments to such facilities, and do not result in a reduction in aggregate State expenditures for nursing facilities under the State plan.

Systemic Passenger Infrastructure and Network Overhaul through Financial Freedom Act - Transfers title to all property of the National Railroad Passenger Corporation (Amtrak) consisting of the main line of the Northeast Corridor between the District of Columbia and Boston, Massachusetts, and the Autotrain to the Secretary of Transportation in consideration of the cancellation of a certain note and mortgage between Amtrak and the U.S. Government for the acquisition and improvement of such property and certain other rail properties. Directs the Secretary to provide for the competitive selection of an entity or entities to maintain and dispatch service operations on the main line of the Northeast Corridor between the District of Columbia and Boston, Massachusetts, and for the Autotrain, until the Secretary makes a determination for the disposition of such operations, including: (1) transfer of such operations to an interstate compact consisting of the States of the Northeast Corridor; (2) transfer of such operations to a new quasi-governmental corporation or to a private sector corporation; or (3) retention of ownership by the Secretary, with competitive franchising, by one or more entities, of the management and dispatching of service. Requires the Secretary to retain, and Amtrak to transfer to the Secretary, all amounts appropriated by the U.S. Government for FY 2002 for Amtrak that have not been provided to it, as well as those funds that have been.

Lewis and Clark Voyage of Scientific Discovery Act - Directs the Secretary of the Interior to establish a program at the River Studies Center of the Biological Resources Division of the United States Geological Survey in Columbia, Missouri, to determine and monitor the biological and chemical characteristics of the Missouri River, determine and monitor the relationship of those characteristics with the river's hydrology and geomorphology, and monitor and assess the river's biota and water quality. Requires contracts with Indian tribes whose reservations are located along the Missouri River and have an interest in environmental restoration. Requires establishment of a publicly available database. Makes a specified amount of funds provided under this Act available to monitor and conduct focused investigations of endangered fish, including pallid sturgeon.

Volunteer Sky Marshal Act of 2001 - Amends Federal aviation law to direct the Under Secretary of Transportation for Security of the Transportation Security Administration to establish a program to permit Federal, State, and local law enforcement officers to be trained to participate in the Federal air marshal program as volunteers. Authorizes the Under Secretary to allow officers participating in the program to carry a weapon while aboard a passenger aircraft. Requires an air carrier to provide seating for such officer at no cost to the U.S. Government or officer, and mileage in cases where the air carrier has a frequent flyer program.

Terrorist Response Tax Exemption Act - Amends the Internal Revenue Code to exempt from gross income compensation received by a civilian uniformed employee for any month during any part of which such employee provides security, safety, fire management, or medical services in a terrorist attack zone. Sets forth a special rule for the U.S. Capitol Police force.

Expedited Remedy for Persistent Dumping Act of 2001 - Revises federal tariff law provisions concerning monitoring cases of suspected persistent dumping to: (1) provide for an expedited antidumping investigation of merchandise from an additional supplier country if the Commerce Department discerns imports of merchandise from the additional supplier country have increased by 15 percent or more during a period of 90 days or longer; and (2) establish Department Commerce and International Trade Commission procedures and deadlines for making determinations as to whether or not dumping and injury have occurred. Adds specific conditions for reducing the price used to establish export price or "constructed export price," meaning the amount at which the merchandise is first sold or agreed to be sold in the United States by or for the producer or exporter.

Coal Industry Retiree Health Benefit Stability and Fairness Act - Amends the Internal Revenue Code to authorize appropriations to the Combined Fund and the United Mine Workers of America 1992 Benefit Plan to: (1) pay any benefit or administrative costs of unassigned beneficiaries of the Combined Fund; (2) pay any benefit or administrative costs of unassigned beneficiaries of the 1992 UMWA Plan; and (3) eliminate any annual deficit in any premium account of the Combined Fund as certified by the Trustees of the Combined Fund. Makes other related revisions, including: (1) providing for refunds to certain operators; (2) reductions in annual health benefit premiums to the Fund in the event of a surplus. Redefines a coal wage agreement as: (1) the 1988 agreement, meaning the collective bargaining agreement between the settlors which became effective on February 1, 1988; and (2) the coal wage agreement, meaning the 1988 agreement and any predecessor to the 1988 agreement.

Directs the Secretary of the Interior to transfer to the State of California specified land in Yolo and Solano Counties (known as Prospect Island and the Little Holland Tract) as a wildlife area. Conditions the transfer on California: (1) submitting and complying with a management plan that has been developed with the input of an advisory board and that provides that the primary purpose of the wildlife area is flood control; and (2) agreeing not to acquire for the wildlife area any right to water within the Sacramento River Watershed until after it has completed the appropriate environmental documentation and such acquisition is approved by the board of supervisors for each originating source county and destination county. Permits the State Board of Reclamation to increase the flood conveyance capacity of the Yolo Bypass if it determines that such an increase is necessary to protect land, property, or people in the State that are within or outside of the boundaries of the wildlife area. Requires the advisory board to: (1) develop, submit, and provide local oversight of the management plan; and (2) advise California regarding management of the wildlife area.

Anti-Terrorism Charity Protection Act - Amends the Internal Revenue Code to deny tax exempt status to an organization if any funds of the organization are used to support, or any activities of the organization consist of providing support to, terrorists or terrorist organizations.

Repeals specific legislation that establishes it as a misdemeanor crime to import goods at less than market value with the intent of harming a domestic industry and that allows as recourse an injured party to sue violators in a district court for triple damages and the cost of bringing suit. Decrees no court judgment pertaining to such cases shall be valid after September 26, 2000, the effective date a World Trade Organization (WTO) Appellate Body found the legislation to be against WTO rules.

Declares that it is necessary to state that the Uniformed and Overseas Citizens Absentee Voting Act supersedes American Samoa law and American Samoa must comply with it. Requires a primary election to be held in American Samoa on the first Tuesday of August of any general election year when three or more eligible individuals have filed by the first Tuesday of July as candidates for the office of Delegate representing American Samoa in the U.S. House of Representatives.

Afghanistan Illegal Drug Eradication Act - Prohibits U.S. assistance for Afghanistan unless the President determines and certifies to Congress that the national Government of Afghanistan: (1) does not engage in the cultivation of poppies or drug trafficking or otherwise facilitate the cultivation, production, transportation, or distribution of illegal drugs; (2) has destroyed all illegal drugs held in storage at locations owned, operated, controlled, or seized by the Government; and (3) has established and is implementing appropriate institutional mechanisms to prohibit the cultivation, production, transportation, and distribution of illegal drugs, including appropriate enforcement mechanisms. Prohibits assistance for an individual or entity in Afghanistan that cultivates, produces, transports, or distributes illegal drugs. Requires any officer or employee of a U.S. department or agency to report any knowledge of facts or circumstances that reasonably indicate that any individual or entity in Afghanistan that receives U.S. assistance is involved in any such activity to the Attorney General and the Inspector General or head of the department or agency involved.

Underground Storage Tank Compliance Act of 2001 - Amends the Solid Waste Disposal Act to require the Administrator of the Environmental Protection Agency (EPA) to distribute to States at least 80 percent of the funds authorized to be appropriated under this Act from the Leaking Underground Storage Tank Trust Fund to pay the reasonable costs incurred under cooperative agreements of: (1) certain corrective actions and compensation programs; (2) directly related administrative expenses; or (3) enforcement of State or local requirements regulating underground storage tanks (USTs). Allows undistributed funds to be used for enforcing UST regulations. Provides for allocation and distribution of such funds to States. Requires the Administrator or a State with an approved program to require compliance inspections of USTs at least once every two years. Directs the Administrator to publish operator training guidelines and States to develop and implement a training strategy consistent with stated requirements. Authorizes the use of funds made available for the petroleum response program to carry out corrective actions with respect to methyl tertiary butyl ether releases. Authorizes the use of funds for inspections, orders, or enforcement by a State in accordance with State authorities under the petroleum response program acting under an approved prevention and compliance program or similar State requirements or by the Administrator. Sets forth requirements concerning the following: (1) State- or locally-owned USTs; (2) consideration of owner or operator performance in determinations of compliance order issuance or penalty imposition; (3) authority to prohibit deliveries to USTs; (4) record keeping by States and Indian tribes; (5) Federal facilities compliance; and (6) releases from USTs under Indian tribal jurisdiction.

Terrorist Victims' Courtroom Access Act - Directs the trial court, in order to permit victims of crimes associated with the September 11, 2001, terrorist acts to watch proceedings in the criminal case against Zacarias Moussaoui, to order closed circuit televising of the proceedings to convenient locations, including Northern Virginia, Los Angeles, New York City, Boston, Newark, San Francisco, for viewing by victims who have a compelling viewing interest but are unable to travel to the location of the trial. Applies relevant provisions of the Antiterrorism and Effective Death Penalty Act of 1996 to the televising of court proceedings under this Act.

Medicare+Choice Consumer Protection Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to: (1) provide for continuous open enrollment and disenrollment in Medicare+Choice plans; (2) permit enrollment in the Medicare supplemental insurance (Medigap) program when Medicare+Choice plans reduce benefits or when a provider leaves a Medicare+Choice plan; and (3) limit Medicare+Choice cost-sharing.

Teleworking Advancement Act - Amends the Internal Revenue Code to allow a tax credit to employers of up to $500 annually for each employee participating in an employer-sponsored telework arrangement. Allows a tax credit for telework equipment expenses, as specified. Directs the Administrator of the Small Business Administration to conduct a pilot program promoting telecommuting among small business employers, with special outreach to individuals with disabilities.

Posthumous Citizenship Restoration Act of 2001 - Amends the Immigration and Nationality Act to extend until two years after the later of the date of enactment of this Act or the date of the person's death the deadline for the Attorney General to approve a request to grant posthumous citizenship to individuals who die while on active-duty military service.
