Directs the Secretary of the Treasury to pay a sum not in excess of specified amount to a named individual in full satisfaction of all claims against the United States arising out of allegedly improper activities of a Department of Agriculture employee in connection with a foreclosure sale of such individual's farm that secured a loan made to him under the Consolidated Farm and Rural Development Act.
