Increases the temporary public debt limit until March 31, 1979 by $414,000,000,000. Amends the Second Liberty Bond Act to increase from $27,000,000,000 to $32,000,000,000 the face amount of bonds with a rate of interest exceeding 4 1/4 percent issued pursuant to such Act.
