Title II: Increased Pay Costs for the Fiscal Year 1978 - Increases the amount to be appropriated for fiscal year 1978, for increased pay costs, authorized by law, for the following: (1) the Legislative Branch; (2) the Judiciary; (3) the Executive Office of the President; (4) the Department of Agriculture; (5) the Department of Commerce; (6) the Department of Defense, Military and Civil; (7) the Department of Energy; (8) the Department of Health, Education, and Welfare; (9) the Department of Housing and Urban Development; (10) the Department of the Interior; (11) the Department of Justice; (12) the Department of Labor; (13) the Department of State; (14) the Department of Transportation; (15) the Department of the Treasury; (16) the Environmental Protection Agency; (17) the General Services Administration; (18) the National Aeronautics and Space Administration; (19) the Veterans Administration; (20) for the following independent agencies: (a) Action; (b) Administrative Conference of the U. Title III: General Provisions - States that no part of any appropriation contained in this Act shall remain available beyond fiscal year 1978, unless expressly so provided.
