Permits a State which no longer qualifies for the hold harmless limitation on its liability for optional additional supplementary security income payments under the Social Security Act to elect to continue to include the bonus value of food stamps in its supplementation payments upon condition that it pass through a part of the 1976 cost-of-living increase in supplemental security income benefits and all of any subsequent increase in such benefits.
