Summary

Authorizes cost of living increases for annuities payable under the Retired Serviceman's Family Protection Plan whenever retired or retainer pay for members of the armed forces is increased due to changes in the Consumer Price Index. Makes such annuity increases retroactive with respect to retired or retainer pay adjustments since September 21, 1972. Reduces the duration of marriage eligibility requirement under the Survivor Benefit Plan from two years to one year. Authorizes members of such plan to elect to provide an annuity for dependent children but not a spouse. Makes retired pay deduction provisions under such plan inapplicable during any month in which there is no eligible spouse beneficiary.
