Summary
Amends the Agricultural Adjustment Act of 1938 to permit the Secretary of Agriculture to allow owners and operators of farms within Clarendon, Colleton, Darlington, Horry, Williamsburg, Florence, and Marion Counties, South Carolina, and Cook, Berrien, Lanier, and Lowndes Counties, Georgia, who have suffered a loss of ten percent or more of their tobacco acreage due to a natural disaster, to lease all or part of their tobacco allotment or quota to other operators or owners in the same or other counties within the same State.
