Summary
Palo Alto Battlefield National Historic Site Act of 1991 - Establishes the Palo Alto Battlefield National Historic Site, Texas, to preserve the site of the first battle of the Mexican-American War. Directs the Secretary of the Interior to develop and transmit to specified congressional committees a general management plan for such site. Requires the Secretary to study and report to specified congressional committees on special resources of the site of the Battle of Palmito Hill (the last battle of the Civil War). Authorizes appropriations.
