Reduces authorizations pursuant to the Impoundment Control Act pursuant to Presidential messages for (1) the Department of Agriculture for the Rural Electrification Program, the Agricultural Conservation Program, and the Forest Service; (2) the Department of Housing and Urban Development for college housing; and (3) the Department of the Interior for the Bureau of Land Management and the National Park Service.
