Supplemental Appropriations Act, 1987 - Title I: Program Supplementals - Chapter I - Makes supplemental appropriations for FY 1987 to the Department of Commerce for the National Oceanic and Atmospheric Administration. Prohibits such appropriations from being expended for proposed rulemakings on Sea Turtle Conservation and Shrimp Trawl requirements. Makes supplemental appropriations for FY 1987 to the Department of Justice for: (1) general administration; (2) legal activities; (3) the Federal Bureau of Investigation; (4) the Drug Enforcement Administration; (5) the Immigration and Naturalization Service; and (6) the Federal Prison System. Makes supplemental appropriations for FY 1987 to the Department of State for: (1) salaries and expenses; (2) acquisition and maintenance of buildings abroad; (3) international organizations and conferences; and (4) international commissions. Makes supplemental appropriations for FY 1987 to the Judiciary for: (1) the Courts of Appeals, District Courts, and other judicial services; (2) the Administrative Office of the United States Courts; and (3) the Federal Judicial Center. Makes supplemental appropriations for FY 1987 for: (1) the Maritime Administration; (2) the Board for International Broadcasting; (3) the Commission for the Study of International Migration and Cooperative Economic Development; (4) the Dwight David Eisenhower Centennial Commission; and (5) the United States Information Agency. Requires the Administrator of the Small Business Administration, with respect to small businesses involved in the fishing industry, to declare the Texas Gulf Coast-related red tide contamination a disaster for purposes of disaster loan assistance under the Small Business Act. Requires the Administrator to make such declaration not later than 60 days after enactment of this Act. Prohibits eligibility of applicants for such assistance from being dependent upon the number of disaster victims in any country or other political subdivision. Chapter II - Makes supplemental appropriations for FY 1987 for the Department of Defense - Military for: (1) military personnel; (2) operation and maintenance; (3) aircraft procurement, air force; and (4) research, development, test, and evaluation. Amends the Department of Defense Appropriations Act, 1987 to extend the authority of the appropriate Secretary of the military department concerned to test a flat rate per diem system for travel allowances for travel performed by members of the armed forces while on temporary duty until a similar system provided under the Department of Defense Authorization Act, 1987 is implemented for both Department of Defense military and civilian employees. Authorizes the use of funds appropriated for operation and maintenance of the armed forces for FY 1987 for humanitarian and civic assistance costs. Prohibits the use of funds appropriated for the Department of Defense for FY 1987 for: (1) conversion of deactivation of the 815th Air Force Reserve Weather Reconnaissance Squadron, Keesler Air Force Base, Mississippi, or for the deactivation of the 36th Tactical Airlift Squadron, McChord Air Force Base, Washington; or (2) remuneration of any individual or entity associated with fund raising for the restoration of the Battleship Texas. Urges the grant for such restoration to be made to the Texas Parks and Wildlife Department via the Battleship Texas Advisory Board of the State of Texas. Prohibits funds appropriated to the Department of Defense for FY 1987 from being expended within 60 days after enactment of this Act, for the deployment of specified numbers of weapons systems associated with multiple independently targetable reentry vehicles, unless the President certifies to the Congress that the Soviet Union has exceeded such limitations. Requires the President, within 30 days after enactment of this Act, to notify the Congress of his plans for carrying out the provisions of this section. Prohibits such funds appropriated for FY 1987 from being expended to carry out a nuclear explosion with a yield exceeding one kiloton, or a nuclear explosion that is conducted outside a designated test area, unless the President makes a specified certification concerning nuclear testing by the Soviet Union to the Congress. Provides that such limitation on nuclear explosions shall cease to apply if supplemented by an agreement or treaty between the United States and the Soviet Union establishing significant limits on nuclear explosions by such countries. Chapter III - Directs the Secretary of the Army, using funds previously appropriated in the Energy and Water Development Appropriations Act, 1987 to undertake specified water resources studies and construction projects. Makes supplemental appropriations for FY 1987 to the Corps of Engineers for general operation and maintenance (including transfer of funds). Authorizes the Corps to procure an automated system for civil program requirements without regard to the Army Information Architecture Tier 2 standards for operating systems. Requires the Secretary to submit to the Congress specified reports relating to flood control. Modifies water allocations for the Denison Dam (Lake Texoma) project, Red River, Texas and Oklahoma. Prohibits any funds relating to water resource development from being used to construct or enter into an agreement to construct additional hydropower units at Denison Dam. Authorizes for construction a flood control project along the San Timoteo Creek. Makes supplemental appropriations for FY 1987 for: (1) the Department of the Interior for the Bureau of Reclamation's construction program (transfer of funds); and (2) a loan program for the United States Conservation District (transfer of funds). Prohibits Department of Energy funds approved for the Southwestern Power Administration from being used to pay the rates of basic pay and premium pay for power system dispatchers unless such rates are based on those prevailing for similar occupations in the electric power industry. Chapter IV - Makes supplemental appropriations for FY 1987 for the U.S. contribution to: (1) the International Development Association; (2) the African Development Fund; and (3) the African Development Bank. Limits the callable capital subscription of the U.S. share of capital stock of the African Development Bank. Directs the President to transfer specified funds from the Department of Defense Appropriations Act for FY 1987 or prior year to the economic support fund to provide economic assistance under the Foreign Assistance Act of 1961 to: (1) Guatemala; (2) Costa Rica; (3) Honduras; (4) El Salvador; (5) Belize; and (6) Child Survival Fund activities in the Central American democracies. Provides such assistance may be obligated only in accordance with congressional notification procedures under the Foreign Assistance Act of 1961, and after submission of an official budget request for such funds and request identifying the Department of Defense transfers associated with such funds. Earmarks funds appropriated for the economic support fund in the Foreign Assistance and Related Programs Appropriations Act, 1987 for assistance to member states of the Southern Africa Development Coordination Conference. Makes supplemental appropriations for FY 1987 for military assistance to the Philippines under the Foreign Assistance Act of 1961. Reduces the amount of appropriations for FY 1987 to the Export-Import Bank that are earmarked for direct loans made by such Bank. Amends the Arms Export Control Act to authorize the use of funds provided for expenses related to the financing of arms sales to friendly countries under the Act and the Foreign Assistance Act of 1961 to pay claims on the Guaranty Reserve Fund to the extent that sums in such Fund are inadequate to pay such claims. Requires a specified section of the Military Construction Appropriations Act, 1987 requiring congressional approval of presidential requests for additional economic assistance for democratic Central American countries. Prohibits implementation of a proposal concerning the restructuring of debt payments related to foreign military credit sales loans until the later of October 1, 1987, or until legislation providing for the appropriation of funding for Foreign Assistance and Related Programs for FY 1988 passes the Congress and is signed into law. Chapter - Makes supplemental appropriations for FY 1987 for: (1) the American Battle Monuments Commission; (2) the Environmental Protection Agency (EPA) (transfer of funds); and (3) the Veterans Administration (VA). Disapproves proposed deferrals: (1) D87-54 relating to the Environmental Protection Agency for research and development; and (2) D87-55 relating to the Environmental Protection Agency for abatement, control, and compliance, as set forth in messages transmitted to the Congress by the President on January 28, 1987. Revises the availability of 1987 appropriations of the: (1) Consumer Product Safety Commission for salaries and expenses; (2) EPA for construction grants, the Hazardous Substance Response Trust Fund, and abatement, control, and compliance; and (3) VA for medical care, general operating expenses, and major project construction. Provides that regulation changes promulgated by the Federal Emergency Management Agency which amended the definition, placement, and exclusion of mobile homes in mobile home parks shall not become effective from enactment of this Act through September 30, 1988 Prohibits the mission of the Veterans Administration Medical Center at Walla Walla, Washington, from being changed from that in existence on January 1, 1987. Chapter VI - Makes supplemental appropriations for FY 1987 to the Department of the Interior for: (1) Bureau of Land Management; (2) the U.S. Fish and Wildlife Service; (3) the National Park Service; (4) the geological survey; and (5) the Minerals Management Service. Requires the Department of the Interior, for FY 1987, to deduct a specified amount of the total cost of operation of certain Federal onshore mineral leasing programs from Federal onshore mineral leasing receipts prior to the distribution of such receipts between the States and the Treasury. Prohibits the Bureau of Indian Affairs from contracting with a third party for the management of tribal or Indian trust funds until: (1) an accounting of such funds has been completed and provided to such tribes; and (2) the appropriate congressional committees and tribes have been consulted about the terms of the proposed contract. Prohibits the Bureau of Indian Affairs from implementing proposed initiatives, including but not limited to imposition of a flat 15 percent administrative fee for tribal contractors, and imposition of tuition fees at Bureau post-secondary schools, until the Congress has approved such initiatives as part of FY 1988 appropriations. Makes supplemental appropriations for FY 1987 to the Department of Agriculture for the Forest Service (transfer of funds). Makes additional Department of Energy appropriations for FY 1987 available for continuing a research and development initiative with the National Laboratories for new steel producing technology. Makes supplemental appropriations for FY 1987 to: (1) the Smithsonian Institution; and (2) the National Capital Planning Commission. Prohibits any personnel ceilings from being imposed on the Indian Health Service of the Department of Health and Human Services or any actions from being taken to reduce the full-time equivalent level of the Service by the elimination of temporary employees by a reduction in force, hiring freeze, or any other means without the Congress having approved such a proposal as part of the FY 1988 appropriations process. Amends Federal law to require the Executive Director of the United States Holocaust Memorial Council to be appointed by the Chairperson of the Council and confirmed by the Council. Provides that the Director shall serve at the pleasure of the Council. Authorizes the Director to implement decisions of the Council, in the manner directed by the Council, and perform such functions as may be assigned by the Council, the Executive Committee, or the Chairperson of the Council. Chapter VII - Makes supplemental appropriations for FY 1987 to the Department of Labor for the Employment and Training Administration. Makes supplemental appropriations for FY 1987 for the Department of Health and Human Services for: (1) the Health Resources and Services Administration; (2) the National Institutes of Health for the National Institute on Aging; (3) the Alcohol, Drug Abuse, and Mental Health Administration; (4) the Family Support Administration; and (5) the Office of Human Development Services (including transfer of funds). Makes supplemental appropriations for FY 1987 to the Department of Education for: (1) vocational and adult education; (2) student financial assistance (transfer of funds); (3) higher education; (4) college construction loan insurance; and (5) Chicago litigation settlement (transfer of funds). Chapter VIII - Makes supplemental appropriations for FY 1987 for: (1) the House of Representatives for payments to widows and heirs of deceased Members of Congress, contingent expenses, and salaries for officers and employees; (2) general expenses of the Capitol police; and (3) the Office of Technology Assessment for salaries and expenses. Amends the Legislative Branch Appropriations Act, 1987 to authorize the transfer of funds appropriated for FY 1987 to the House of Representatives for the payment of salaries and expenses for the House leadership offices. Increases the number of medical assistants in the Office of the Attending Physician from 11 to 12. Chapter IX: Directs the Department of Defense to terminate all work in connection with the study for the possible closure of Mather Air Force Base in California. Authorizes the Secretary of the Navy to expend specified funds for the relocation of four family housing units in San Diego, California, as a result of a final judgment in United States v. 35,934 Acres of Land, et al, Action No. 800-0021-E in the U.S. District Court for the Southern District of California. Chapter X: Makes supplemental appropriations for FY 1987 to the Department of Agriculture for: (1) the Office of the Secretary of Agriculture; (2) the Agricultural Research Service; (3) the Cooperative State Research Service; (4) the Animal and Plant Health Inspection Service; (5) the Agricultural Stabilization and Conservation Service (transfer of funds); (6) the General Sales Manager (transfer of funds); (7) the Commodity Credit Corporation (transfer of funds); (8) Farmers Home Administration rural development grants for the development of Choctaw Regional Rural Industrial Park; (9) the Soil Conservation Service; (10) the Food and Nutrition Service's Special Milk Program; (11) the Foreign Agricultural Service; (12) the Office of International Cooperation and Development (transfer of funds); and (13) the Food and Drug Administration. Authorizes the Secretary of Agriculture to adjust interest rates on existing nonsubsidized loans if he determines such interest rates are excessive in relation to prevailing commercial rates for comparable loans. Amends the National School Lunch Act and the Child Nutrition Act of 1966 to revise the definition of "school" for purposes of the national school lunch and breakfast programs to include private schools whose average yearly tuition exceeds $2,000 per child. Chapter XI: Makes supplemental appropriations for FY 1987 to the Department of Transportation for: (1) the Federal Aviation Administration; (2) the Federal Highway Administration (including transfers of funds); (3) the National Highway Traffic Safety Administration (transfer of funds); and (4) the Saint Lawrence Seaway Development Corporation. Disapproves the following deferrals, as set forth in a message to the Congress by the President on January 28, 1987: (1) D87-42 relating to the Federal Railroad Administration (FRA) rail service assistance; (2) D87-45 relating to the FRA Northeast Corridor Improvement Program; (3) D87-46 relating to FRA Conrail commuter transition assistance; (4) D87-47 relating to the Urban Mass Transportation Administration (UMTA) research, training, and human resources; and (5) D87-48 relating to UMTA interstate transfer grants-transit. Makes supplemental appropriations for FY 1987 to: (1) the Department of the Treasury for rebate of the United States' portion of tolls paid for use of the Saint Lawrence Seaway; and (2) the Panama Canal Commission. Prohibits funds provided to the Department of Transportation from being used to implement any charter establishing an advisory commission on the privatization of Amtrak. Chapter XII: Makes supplemental appropriations for FY 1987 to the Department of the Treasury for: (1) the Office of the Secretary of the Treasury; (2) the Financial Management Service; (3) the Bureau of Alcohol, Tobacco and Firearms; (4) the Internal Revenue Service; (5) the United States Secret Service; and (6) the United States Postal Service. Requires that specified FY 1987 appropriations for operation and maintenance of the air interdiction program of the U.S. Customs Service remain available until September 30, 1988. Disapproves the proposal to delay the availability of a specified obligation of funds for operation and maintenance of the air interdiction program until after October 1, 1987. Requires such funds to be made available for obligation upon enactment of this Act. Makes supplemental appropriations for FY 1987 to: (1) the General Services Administration; and (2) the National Archives and Records Administration. Title II: Increased Pay Costs for the Fiscal Year 1987 - Makes supplemental appropriations for FY 1987 for increased pay costs to the legislative branch for: (1) the House of Representatives; (2) joint items; (3) the Office of Technology Assessment; (4) the Congressional Budget Office; (5) the Architect of the Capitol; (6) the Botanic Garden; (7) the Library of Congress; (8) the Copyright Royalty Tribunal; (9) the Government Printing Office; and (10) the General Accounting Office. Makes supplemental appropriations for FY 1987 for increased pay costs to the Judiciary for: (1) the United States Supreme Court; (2) the U.S. Court of Appeals for the Federal Circuit; (3) the U.S. Court of International Trade; (4) the Federal courts of appeals, district courts, and other judicial services; (5) the Administrative Office of the United States Courts; and (6) the Federal Judicial Center. Makes supplemental appropriations for FY 1987 for increased pay costs to the Executive Office of the President for: (1) the White House Office; (2) the Executive Residence at the White House; (3) special assistance to the President; (4) the Council of Economic Advisers; (5) the Council on Environmental Quality; (6) the Office of Policy Development; (7) the National Security Council; (8) the Office of Administration; (9) the Office of Management and Budget; (10) the Office of Federal Procurement Policy; (11) the Office of Science and Technology Policy; and (12) the Office of the United States Trade Representative. Makes supplemental appropriations for FY 1987 for increased pay costs for funds appropriated to the President for: (1) the Agency for International Development; (2) the Peace Corps; and (3) the African Development Foundation. Makes supplemental appropriations for FY 1987 for increased pay costs to the Department of Agriculture (including transfer of funds) for: (1) administrative offices and functions; (2) the Agricultural Stabilization and Conservation Service; (3) the Farmers Home Administration; (4) the Soil Conservation Service; (5) the Animal and Plant Health Inspection Service; (6) the Federal Grain Inspection Service; (7) the Agricultural Marketing Service; (8) the Food and Nutrition Service; (9) the Human Nutritional Information Service; and (10) the Forest Service. Title III: Increased Costs for Retirement Contributions (Public Law 99-335) - Makes supplemental appropriations for FY 1987 for Federal Employees' Retirement System costs for: (1) the legislative branch for the House of Representatives, joint items, the Office of Technology Assessment, the Congressional Budget Office, the Architect of the Capitol, the Botanic Garden, the Library of Congress, the Copyright Royalty Tribunal, the Government Printing Office, and the General Accounting Office; (2) the Judiciary for the United States Supreme Court, the United States Court of Appeals for the Federal Circuit, the United States Court of International Trade, the Federal courts of appeals, district courts, and other judicial services, the Administrative Office of the United States Courts, and the Federal Judicial Center; (3) the Executive Office of the President for the White House Office, the Executive Residence at the White House, special assistance to the President, the Council of Economic Advisers, the Office of Policy Development, the National Security Council, the Office of Administration, the Office of Management and Budget, the Office of Federal Procurement Policy, the Office of Science and Technology Policy, and the Office of the United States Trade Representative; Title IV - Urgent Relief for the Homeless Supplemental Appropriations Act of 1987 - Chapter I: Makes supplemental appropriations for FY 1987 to: (1) the Department of Housing and Urban Development for grants for facilities to assist the homeless, the Emergency Shelter Grants Program, the Transitional Housing Demonstration Program, and grants for the acquisition and rehabilitation of property to serve as permanent housing for handicapped homeless persons; and (2) the Federal Emergency Management Agency for the Emergency Food and Shelter Program. Chapter II - Makes supplemental appropriations for FY 1987 to the Department of Health and Human Services for: (1) the Health Resources and Services Administration for health resources and services activities; (2) the Alcohol, Drug Abuse and Mental Health Administration for alcohol, drug abuse, and mental health activities; and (3) the Family Support Administration for certain community services block grant activities. Enacts the provisions of the Urgent Relief for the Homeless Act (H.R. 558) as passed by the House of Representatives. Title V: General Provisions - Prohibits any part of any appropriation contained in this Act from remaining available for obligation beyond the current fiscal year unless expressly so provided. Increases, generally, the ceilings on amounts which may be expended for personal services to the extent necessary to meet increased pay costs authorized by law. Prohibits any funds made available by this Act from being used to implement Executive Order No. 12564 (relating to a drug-free workplace) dated September 15, 1986. Prohibits any funds appropriated by this Act from being obligated for the redeployment of the Customs Service Air Operations unless the Secretary of the Treasury submits a report to the Committees on Appropriations which sets forth details for the use of such funds 30 days in advance of such implementation. Prohibits any funds made available by this Act or any other Act for the General Services Administration for FY 1987 to be used to transfer title to the property known as the Customs House in Boston, Massachusetts, before October 1, 1987. Prohibits any funds appropriated by this or any other Act to the Secretary of Transportation or the Maritime Administrator for administering the Merchant Marine Act, 1936 from being used by the Department of Transportation or the Maritime Administration to promulgate any regulation or, with regard to vessels which repaid a subsidy pursuant to a rule promulgated by the Secretary dated May 3, 1985, and vacated by Order of the U.S. Court of Appeals for the D.C. Circuit, dated January 16, 1987, to conduct any adjudicatory proceeding, execute any contract, or participate in any judicial action with respect to the repayment of a construction differential subsidy for the permanent release of vessels from certain restrictions requiring such vessels to operate exclusively in foreign trade except pursuant to statutory standards hereafter enacted by the Congress.
