Summary
Title I: Special State Set-Aside - Amends the Surface Mining Control and Reclamation Act of 1977 to permit any State to receive (without regard to a certain three-year limitation) up to ten percent of funds allocated to such State for abandoned mine reclamation program purposes if such moneys are deposited in a special State trust fund to be used solely for abandoned mine reclamation projects after August 3, 1992. Title II: Two-Acre Exemption - Repeals the abandoned mine reclamation exemptions granted to commercial coal surface mining operations affecting two acres or less. Declares that any State law or regulation adopted pursuant to the Surface Mining Control and Reclamation Act of 1977 which is inconsistent with this Act is of no further force or effect.
