Summary
Directs the Secretary of the Army to exchange certain Federal land in Madison County, Illinois, for certain land in that county owned by the Blue Tee Corporation. Subjects the exchange of such land to conditions that: (1) allow the United States to construct, operate, and maintain the Melvin Price Locks; and (2) reserve the right of the Blue Tee Corporation to remove any improvements on its lands to be exchanged.
