Summary

Federal Trade Commission Act Amendments of 1993 - Amends the Federal Trade Commission Act to amend the guidelines for: (1) finality of Federal Trade Commission (FTC) orders; (2) judicial review of determinations of law made by the FTC in certain civil penalty actions; and (3) civil investigative demands. Denies the FTC authority to investigate or prosecute certain agricultural cooperative conduct which, pursuant to the Capper-Volstead Act, is not deemed a violation of antitrust Acts or of this Act. Shields agricultural marketing orders from FTC study or investigation. Authorizes appropriations. Requires the FTC to notify certain congressional committees before using certain appropriated funds to participate in any State or Federal agency proceedings.
