Summary

Coast Guard Authorization Act of 1987 - Authorizes appropriations for the Coast Guard for FY 1988 for: (1) operation and maintenance, and increases in salary, pay, and other employee benefits; (2) acquisition, construction, rebuilding, and improvement for aids to navigation, shore facilities, vessels, and aircraft; (3) research, development, test, and evaluation; and (4) retirement pay and benefits. Authorizes the end strength for active-duty personnel of the Coast Guard for FY 1988. Specifies the authorized average military training student load for the Coast Guard for FY 1988. Authorizes the Secretary of the department in which the Coast Guard is operating (Secretary) to transfer up to five percent of the appropriations made under certain provisions of this Act to the Commandant of the Coast Guard for discretionary use in meeting unanticipated demands and needs for Coast Guard operations and maintenance. Requires the Secretary to give specified congressional committees 15 days' notice of any proposed transfer. States that it is in the national interest for the Coast Guard to maintain its logistics capability. Requires the Secretary, no later than January 31 of each year, to provide a list of activities necessary to maintain such logistics capabilities to specified congressional committees. Provides that such necessary activities may not be contracted for performance by non-government personnel, except in specified circumstances. Requires the Secretary, before the beginning of each fiscal year, to submit to specified congressional committees a list of activities that are to be contracted for performance by non-government personnel during that fiscal year. Requires each contract awarded by the Coast Guard in FY 1988 for construction or services to be performed in a State having an unemployment rate in excess of the national average unemployment rate to include a provision requiring the contractor to employ local residents to fulfill the work requirements of such contract. Restricts to FY 1988 the limitations on transfer to and the amount in the Boat Safety Account within the Aquatic Resources Trust Fund. Continues through FY 1988 the requirement that the Secretary use a portion of the payments from motor fuel excise tax receipts to increase the funding for boating safety programs. Revises formulas for the allocation of the Boat Safety Account monies. Makes available to the Coast Guard between one and two percent of the funds which would be allocated to the States to pay the costs incurred by the Federal Government in administering the Boat Safety Account. Prohibits the construction of Coast Guard vessels or of a major component of the hull or superstructure of Coast Guard vessels in a foreign shipyard. Allows the President to authorize exceptions to such prohibition if it is in the national security interest. Requires notification to the Congress of such determination. States that certain provisions of Federal law relating to wage rates for laborers and mechanics, required contract provisions, minimum wages, and publication of procurement notices shall not apply to amounts less than a specified level. Requires specified numbers of licensed mates to be working certain mobile offshore drilling units. Requires the Secretary of the department in which the Coast Guard is operating, no later than February each year, to submit Coast Guard budget estimates to the Congress. Authorizes the Secretary to sell certain land and buildings in Florida. Establishes a National Offshore Vessel Operators Safety Advisory Committee to advise the Secretary on matters relating to the safety aspects of offshore oil, gas, and other mineral operations. Authorizes appropriations. Terminates the Safety Committee on September 30, 1992. Terminates the Coast Guard Academy Advisory Committee on September 30, 1992. Authorizes the Secretary to take surveillance, interdict, and take other law enforcement actions with regard to any aircraft subject to the jurisdiction, or to the operation of law, of the United States. Sets forth the powers of certain Coast Guard officers in law enforcement. Sets penalties of fines, imprisonment, or in rem liability for violations of certain provisions of this Act. Authorizes, under regulations prescribed by the Commandant of the Coast Guard and with the approval of the Attorney General, civilian special agents of the Coast Guard to carry firearms or other appropriate weapons while assigned to investigative or law enforcement duties. Authorizes the Secretary of Defense to acquire, reimburse for certain losses on private sale, or foreclose certain residential property situated near a military installation which the Department of Defense or the Department of Transportation, with regard to the Coast Guard when not operating as a service of the Navy, has ordered closed or reduced in scope, under certain circumstances. Sets forth requirements regarding the Coast Guard academy cadet service obligation. Amends provisions of Federal law applying to general military matters regarding occupancy of substandard family housing by members of the uniformed services to include the Coast Guard. Repeals similar provisions from Federal law applying to the Coast Guard. Empowers the Secretary to authorize retroactive pay and allowances in certain circumstances involving administrative error or oversight. Amends the Inland Navigational Rules Act of 1980 to: (1) substitute "mineclearance" for "minesweeping" in certain provisions; and (2) increase the danger zone around a mineclearance vessel. Amends the Department of Defense Authorization Act, 1987 to add the Coast Guard to a provision relating to defense of certain suits arising out of legal malpractice.
