Summary

Guam Judicial Empowerment Act of 1997 - Amends the Organic Act of Guam to provide, in addition to the current District Court of Guam, for a unified judicial system including an appellate court (Supreme Court of Guam), a trial court (Superior Court of Guam), and such other lower local courts as may have been or shall hereafter be established by the laws of Guam. Authorizes the Government of Guam to establish by law an Office of the Attorney General of Guam and whether the Attorney General shall be appointed (by the Governor, with the advice and consent of the legislature) or elected by the people of Guam.
