Summary
Rescinds, pursuant to the Impoundment Control Act of 1974, specified levels of the following budget authority contained in the message of the President of January 31, 1979 (H. Doc. 96-46): (1) within the Department of Housing and Urban Development, for State housing finance and development agencies and new community assistance grants; (2) within the Department of Health, Education, and Welfare, for Health Resources and special projects and training of the Office of Education; (3) for payment of Vietnam and U.S.S. of Pueblo prisoner of war claims by the Foreign Claims Settlement Commission; (4) for salaries and expenses of the Small Business Administration; and (5) within the Department of the Interior, for the helium fund of the Bureau of Mines.
