Summary

Amends the Export-Import Bank Act of 1945 to provide that a quorum of the Board of Directors of the Export-Import Bank of the United States shall consist of at least three members (currently, a majority). States that if, between July 21, 1999, and February 1, 2000, fewer than three persons hold office on such Board, the entire Board membership shall constitute a quorum until the end of such period.
