Dugger Mountain Wilderness Act of 1999 - Designates certain Federal lands in the Talladega National Forest in Alabama as the Dugger Mountain Wilderness. Gives the Forest Service two years to disassemble and remove from the area the Dugger Mountain fire tower, after which the road to the tower shall be permanently closed to motorized use.
