A bill to amend Section 504 of the Alaska National Interest Lands Conservation Act to promote the development of mineral wealth in Alaska.

Summary

Amends the Alaska National Interest Lands Conservation Act to permit the Secretary of Agriculture to issue the holders of unperfected mining claims within the Admiralty Island National Monument exploration permits. Provides that such permits shall be for the term of five years, with renewal periods of five years to be granted so long as the applicant submits any plan for exploration required by the Secretary. Requires the holder of a claim to relinquish to the United States all rights to receive a patent to the fee title in any land upon which a claim is located within the Monument before an exploration permit is issued. Entitles the holder of claims to a patent to the minerals within such claims where: (1) the patent rights to fee title are relinquished for such claims, or (2) a valid discovery has been made or is made within the meaning of the mining laws of the United States during the term of any exploration permit.
