Southern California Indian Land Transfer Act

Summary

Amends the Indian Reorganization Act to extend to landless Indian tribes or tribes without reservations the right to organize for their common welfare and to adopt a constitution and bylaws. Establishes procedures and time requirements for the Secretary of the Interior to: (1) conduct a legal review of a proposed tribal constitution or bylaws or amendments thereto prior to a tribal election to ratify such constitution, bylaws, or amendments; (2) call the election after determining that the proposed constitution would be consistent with Federal law; and (3) certify the validity of such election.
