An act entitled the "Federal Timber Contract Payment Modification Act".

Summary

Authorizes the Secretaries of the Interior and of Agriculture to provide donated or surplus tree seedlings and technical advice and assistance regarding the planting of such seedlings to any public or private group which volunteers to plant such seedlings on land owned by State, local or Federal government. Establishes procedural guidelines for planting sites, technical assistance and permission to plant. Prohibits compensation by the Federal Government for voluntary planting services. Directs the Secretaries to: (1) determine the optimum week of each year for planting seedlings in each State; and (2) ensure that both seedlings and assistance will be forthcoming during such week. Directs Federal departments or agencies to cooperate with the Secretaries regarding the donation of surplus tree seedlings for planting Authorizes the Secretaries to publicize the availability of seedlings and technical assistance for planting such seedlings. Designates the last Friday in April of each year as National Arbor Day.
