Amends the Central Utah Project Completion Act to authorize the Secretary of the Interior to utilize up to $60 million of any unexpended budget authority provided with respect to Central Utah Project construction to provide 65 percent of the Federal share of costs to acquire water and water rights for Project purposes, including instream flows, to complete authorized Project facilities, and to implement water conservation measures.
