Summary

National Archives and Records Administration Efficiency Act of 2003 - Requires the Archivist of the United States to promulgate regulations establishing a streamlined process for extending agency records retention periods beyond those periods specified in disposal schedules. Authorizes the Records Center Revolving Fund of the U.S. Treasury to cover expenses for uniforms for National Archives and Records Administration (NARA) personnel. Authorizes the Archivist to collect reasonable fees for the occasional, non-official use of NARA facilities and related services by the public and to use such fees for educational and public program purposes. Authorizes the Archivist to enter into cooperative agreements that involve the transfer of NARA funds to State and local governments, other public entities, educational institutions, or private nonprofit organizations to carry out NARA programs.
