Summary
Amends the Small Business Investment Act of 1958 to provide that small business investment companies that make loans to small businesses may charge interest on such loans at a rate which does not exceed the maximum rate prescribed by Small Business Administration regulation (determined without regard to any State rate incorporated by such regulation).
