Amends the National Trails System Act by adding the Oregon- California Trail to the list of feasibility studies which must be submitted to the Congress for possible designation as a national scenic or historic trail. Requires that the feasibility study pertaining to the Oregon-California Trail be completed by the end of one complete fiscal year after this amendment is enacted.
