Summary

Amends the Commercial Fisheries Research and Development Act of 1964 to define terms used in such Act. Encourages cooperation among the States to facilitate research on, and the development of, commercial fishery resources. Permits States to act jointly in preparing and submitting a proposal for a commercial fishery resources project. Deletes funding for the development of a new commercial fishery. Revises the formula for the apportionment of funds to the States for the purposes of such Act. Sets an eligibility standard for receipt of such funds. Increases the maximum amount of funds that may be received by a State pursuant to such apportionment. Sets forth criteria by which the Secretary of Commerce shall evaluate proposals made under such Act. Directs the Secretary to give priority to those proposals that provide for cooperation between two or more States in carrying out a project. Directs the Secretary to report to specified congressional committees on the projects funded under such Act.
