Summary
Authorizes appropriations for the Federal Maritime Commission for FY 1991. Amends the Shipping Act of 1984 to change the due date for a final report to the President and the Congress by the Advisory Commission on Conferences in Ocean Shipping to one year after all of the Commission's members have been appointed (currently, one year after the Commission is established).
