Deletes the requirement that the Trademark Trial and Appeal Board be composed of employees and officials of the Patent and Trademark Office. States that the Board shall consist of the Commissioner of Patents and Trademarks, the Deputy Commissioner, the Assistant Commissioners and other persons competent in trademark law.
