Summary

National Science Foundation Authorization Act for Fiscal Years 1989 and 1990 - Authorizes appropriations to the National Science Foundation (NSF) for FY 1989 and 1990 for the following categories: (1) biological, behavioral, and social sciences; (2) computer and information science and engineering; (3) engineering; (4) geosciences; (5) mathematical and physical sciences; (6) scientific, technological, and international affairs; (7) program development and management; (8) science and engineering education, including the College Science Instrumentation Program; (9) the U.S. Antarctic Program; and (10) the Academic Research Facilities Modernization Program. Authorizes FY 1989 appropriations for research and related activities in specified areas of science, engineering, and mathematics. Earmarks specified amounts for NSF National Supercomputer Centers. Prescribes guidelines for the obligation and allocation of funds in connection with science and engineering education and planning grants for Science and Technology Centers. Prohibits the use of U.S. Antarctic Program funds for the lease or purchase of any research vessel with icebreaking capability built by a foreign firm. Limits the amounts that may be used for consultation, representation, or other extraordinary expenses. Permits transfers of funds among categories under specified conditions. Amends the National Science Foundation Act of 1950 to permit the National Science Board to close to the public, under certain circumstances, portions of its meetings devoted to budget discussions. Repeals provisions that: (1) condition NSF scholarships and fellowships upon the recipient's oath of allegiance to the United States; and (2) prohibit members of Communist organizations from applying for NSF scholarships or fellowships. Authorizes the Director to hire, on a temporary basis, personnel on leave of absence from academic, industrial, or research institutions. Requires the NSF annually to submit to the Congress a three-year budget estimate, including funding estimates for each major account. Revises provisions governing National Science Board members to require financial disclosure and other conditions in the interest of avoiding conflicts of interest.
