Summary

Semipostal Authorization Act - Amends Federal postal law to authorize the U.S. Postal Service to issue and sell semipostal postage stamps, at a premium not to exceed 25 percent above regular rates, in order to help provide funding for a particular area of medical research. Requires the Board of Governors of the Postal Service to prescribe implementing regulations, including criteria and procedures for deciding the medical research to be supported. Extends the Stamp Out Breast Cancer Authorization Act until July 29, 2002, or the end of the second year after enactment of this Act, whichever is later.
